This paper proposes a novel metric, JUQ (Jitter-Under-Quantization), to evaluate perceptual quality degradation in low-bitrate MP4 streams. Using 564 distinct video sequences under varying network conditions, we show that traditional PSNR and SSIM fail to capture temporal artifacts introduced by aggressive quantization. We introduce an adaptive de-jittering pre-filter and a rate-control better-scheme that reduces blockiness by 18.2% (p < 0.01) without increasing bitrate. Experimental results on the JUQ564 benchmark demonstrate state-of-the-art performance against x264 and x265.
